What this calculator does—and what an official service still does
The quick mode calculates an 18-hole performance differential from adjusted gross score, Course Rating, Slope Rating and PCC. The record mode follows the current selection table: an initial estimate begins with three differentials, and a 20-round record uses the lowest eight.
The former USGA calculation multiplied an average by 0.96. That method was replaced when the World Handicap System launched in 2020, so it is deliberately not used here.
Why the full result remains an estimate
An authorized system may apply exceptional-score reductions, soft and hard caps against a Low Handicap Index, committee adjustments, expected-score calculations for incomplete or 9-hole rounds, and verified daily PCC data. This calculator models the standard published arithmetic and an optional 20-round cap, but it cannot issue or maintain an official handicap record.

Is the 0.96 bonus-for-excellence multiplier still used?
No. The 0.96 multiplier belonged to the pre-2020 USGA Handicap System. The current WHS calculation uses the prescribed lowest differentials and rounds to one decimal, subject to safeguards.
How many scores are needed for an initial Handicap Index?
An initial calculation can be made from three 18-hole Score Differentials. Fewer-than-20 records use the official selection and adjustment table.
Why are only eight of the last twenty rounds used?
For a complete 20-score record, WHS averages the lowest eight Score Differentials. This represents the player's demonstrated better performance rather than an average of every round.
What is the difference between Handicap Index and Course Handicap?
Handicap Index is the portable measure of ability. Course Handicap adjusts it for the Slope Rating, Course Rating and par of the specific tees.
Can ToolBullet issue an official Handicap Index?
No. Only an authorised association or delegated golf club can issue and maintain an official record and apply all verified safeguards and adjustments.
Can I enter a 9-hole round?
This ToolBullet version accepts 18-hole values only. Current official treatment of 9-hole scores uses expected-score information tied to the player's official record.
